What are some good arguments for mandatory sex-ed in school?

I'm doing a debate in school (I'm on the affirmative side) on whether sex-ed should be mandatory in all schools throughout the U.S.A. I have basic arguments like learning about HIV, pregnancy and etc. The only problem is the the negative side will argue that the school itself can choose whether to teach it or not and I need good counterarguments agaisnt that. Please help! And when you answer try to cite your source.

Currently, the instruction sex ed is not mandatory in the US and as a matter of fact, courses of this type have been slowly eliminated from school districts that had offered it formerly. You can make a parallel between this and the fact tat teen pregnancy and STDs are on the rise again. You can site the teens in Gloucester Massachussettes who entered into a pregnancy pact. Nationwide, teen pregnancies are showing signs of rising after steadily declining from 1991 to 2005.

"The data seem to be indicating that the declines that we had seen through the 1990s are coming to a close," said David Landry, a researcher at the Guttmacher Institute, a New York nonprofit group focusing on reproductive issues.

Birth rates for teenagers 15 to 17 rose by 3% in 2006, the first increase since 1991, according to preliminary data released in December by the National Center for Health Statistics.

In Gloucester, the 1,200-student school administered 150 pregnancy tests to students in the last academic year.

The school forbids the distribution of condoms and other contraception without parental consent, a rule that prompted the school's doctor and nurse to resign in protest in May.

Question by J. Ripley: State of Georgia, USA sex laws?

Is there any place I can go online to view ALL of the state of Georgia's laws on sex? Because I am told that in some states, even oral sex is illegal....and me and my fiancee need to know what may or may not be legal here, because we're into A LOT....

Do NOT let the government tell you what is okay to do and not to do! This is not George Orwell's 1984! Nobody is going to break into your house and arrest you for getting oral sex! Don't let the state control your passion!
